Question about this plugin

Does this plugin fix a bug in the WordPress commenting system? I have my comments broken into 20 on a page but if I have 21 total comments then the first page will show only 1 comment with the second showing 20.
Would this plugin make it so I would have 20 comments on the first page and 1 on the second? Thanks!
