Hi @nkwebdesign – Are you looking to reorder the pages in your navigation menu in a classic theme? If so, you can create a custom menu under Appearance > Customize > Menus, assign it to your theme, add your pages to it, and then move the items to the position you prefer by dragging and droppping, or using the up/down arrows on each item. Alternatively, you can go through the same process under Appearance > Menus:

(Both of these methods are unrelated to the Gutenberg plugin or block editor.)
If you’re using a block theme that supports Full Site Editing (like Twenty Twenty-Two) then menus are managed via the Navigation Block. You can learn more how to use it here:
