Push notification to individual users

Would it be possible to use this plug in to send a push notification to a specific user? I have some custom code that allows me to publish a post visible only to specified members. I’d like to add in a push notification to that functionality.
(I understand custom code would be required, more so curious if there was some sort of api or object I could access from my current custom plugin to achieve this)
