Is it possible to have a public album where non logged in users are able to upload a photo that is not visible to anyone until an admin authorizes it for viewing or moves it to an existing / new album.

    Yes, this is possible.

The following settings are important on the Photo ALbums -> Settings admin page:

    – To make front-end upload possible anyway:
Table II-H1: User upload Photos – Enable frontend upload. Ticked.

    – To set that they do not need to login:
Table II-H2: User upload Photos login – Frontend upload requires the user is logged in. Unticked.

    – To set the need of moderation:
Table VII-B7: Upload moderation – Uploaded photos need moderation. Ticked.

    – To prevent that they can upload to all albums:
Table VII-D1.2: Upload Owners only – Limit uploads to the album owners only. Ticked.

    – If the admin wants an email indicating an upload:
Table VII-B8: Upload notify – Notify admin at frontend upload. Ticked ( optional )

You need one or more albums – where they are supposed to upload to – that have their owner set to — public —.
See the Album admin -> Edit album information screen to set the album owner.

Now you can do two different things – or both:

    – An upload box shortcode on a page: [wppa type=”upload”][/wppa]
    – Activate the WPPA+ Upload widget. You can set the album selection to — a selection box —

If you move the photos to a different album ( on the Photo Albums -> Album admin -> Edit -> Manage photo information screen ), you still have to moderate them, i.e. change the status from pending to publish.
Also see the Photo Albums -> Moderate Photos screen once there are photos pending moderation.
