Progress bar widget apear already loaded

My <progress bar> widget is placed at the middle of page. When I scroll to the middle of page, the widget is already loaded. No animation. (is loading in the background).
I tried solution proposed by Rupok, (entrance animation to the widget), but still no effect. Widget is loading when page is loaded.
The widget works well. Loading bars working, but I see this animation only if I refresh page with this section on screen.
