#1 – Yes, immediately after the customer places an order.
#2 – No, if you define stock at the variation level, the parent stock is “ignored”.
#3 – It’s the default behavior, not quite a bug or a problem. However, if you disable stock management at the variation level, the parent stock will be used and updated accordingly when there are orders on your site.

Thanks for the replies, it really throw some light on my understandings on this matter. However, if I just manage the stock on the variation products:

When stock is defined at variation level, it does not show up on the products list in the stock column. If you add a parent product stock, it gets displayed. So, it is not quite an issue or a bug.
The stock under Analytics > Products, does the stock quantity here also pulled from the parent product stock?
Yes, the stock column here also populates from the product stock. If parent product stock is not defined, it will read N/A.
* Just to mention, for variable products, you have to work with having stock managed either at variation or parent product level.
