Is there a way to turn my product tag cloud into a product tag dropdown? Either by using code to turn the actual Woocommerce product tag widget into a dropdown or filling a custom menu manually with product tags and then turning that custom menu widget into a dropdown?

I actually don’t see anything thats maintained that allows menus in dropdowns. I think you’ll need something custom for tags. It could be based on our categories widget (which support a dropdown) but would need customising by a developer to pick up the tags taxonomy.
