Problems with the PayPal express button

Dear Ladies and Gentleman,
since the last update of WooCommerce I’ve got a huge problem because WooCommerce does not show the shipping costs in the cart page. Therefore, when the customer wants to pay directly with paypal express in the checkout paypal does not respect the shipping costs in their calculation. Thus, the customer would pay only the product, not the shipping costs.
Which settings do I need to change, that the shipping costs are fix and get shown in the cart page?

There are a few different things that could be going on here.
I tested this on my own site, where the option to calculate shipping in the cart was visible:
