I reported that in some cases deactivating the classic editor did the trick in other case closing a caching plugin and in other cases the problem could not be solved.
So I still have one website to test , please keep this ticket live.

Of the 13 websites where I use WP Fastest Cache I found after extensive testing that on 12 websites deactivating the classic editor and keeping WP Fastest Cache active the problem of keeping the Save/Publish active after saving a document had been solved.
On the remaining one website nothing helps , zero plugins , changeing themes , working in the incognito browser
With this last information you can close the ticket, but caching plugins has certainly an interaction with the changes in WordPress 7.0 and higher.
I found this on the other two websites with another caching plugin there the deactivating the classic editor did not work I had to deactivate the caching plugin.
