Using Mac Chrome 39.0.2171.95 (64-bit), I went to:

And clicked the first “Click here” link which was pointed at:

Which, in a new window, took me to a page stating:
Not Acceptable
An appropriate representation of the requested resource /ar/page1-2/ could not be found on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Then I clicked on the second “Click here” link which was pointed at:
http://newtechgeeks.com/ar/page1-2/?url=https%3A%2F%2Fwww.dropbox.com%2Fs%2Fmj3wu0g3zuhayys%2FProteus%2520v8-2013.rar%3Fdl%3D0
Which, in a new window, ultimately took me to a page with a header, footer, and left sidebar but no content. This was the page I was taken to:
http://malksh7ega.newtechgeeks.com/page2-2/?url=http://www.dropbox.com/s/mj3wu0g3zuhayys/Proteus%20v8-2013.rar?dl=0
Being just a software tester, this is about all I can do for now. Note that I also noticed that if one hovers their mouse over the first “Click here” link there’s no link title. Whereas the second “Click here” link does have one — Proetus 8.

it actually has an iframe in which the external link will be opened if it supports iframe, if nothing shows you can click on the link at the top of this page that says click here and you will be redirected to you destination, my problem is that the first link which should behave the same as the second following the same pages sequence doesn’t instead it shows the unacceptable page.
When I look at the two links provided:

I notice, besides url=http on the failed link vs url=https on the successful link, “%3Fdl%3D0” after the .rar on the successful link whereas there’s no text after the .rar on the link that fails. Hopefully, maybe, this will help lend a clue as to what’s going on.

the problem is that I don’t have much experience in PHP
so here is the code that I use to get the external link from the webpage link and redirect it.

Hi engasm89, yeah, sorry, I am just a software tester so I too am not quite sure where the problem is. Here’s hoping someone comes alone that does!
P.S., Did you get a chance to look into why the link that fails ends in .rar whereas the one that works has additional text after the .rar part (i.e., %3Fdl%3D0)? Plus, the failed link uses “url=http” whereas the successful link uses “url=https”. I was hoping that might help lend a clue or two. π
