Problem with typography decorations in Post Title

Greetings all, I am on WP 6.1.1 and the Twenty Twenty-Three theme. I am still learning how to use the new theme editor and building custom pages. But I am pretty sure I have found a bug in the Post Title block.

I turned on the option to make the title into a link. And by default, the post title displays without an underline and if you hover over it, an underline appears. But my rule is if it’s clicakable it should have an underline.

So I enabled the decoration option and selected underline, But that did not change the behavior of the post title at all. In fact I changed the decoration to strike-through and that did not change the default behavior at all.

Finally, I turned OFF the option to make the Post tile a link. And tested out the decoration option. That seems to work ok.

I don’t know how I would recommend the UI be changed exactly, but I think when the post title is a link, you need to completely separate the typography for the default view and the hover view. I know i am probably in the minority of people who would want to turn on the underline even without the hover. But I think it’s a legit request.
