Problem with special characters on URL

Hello,

I have a blog with 3 languages, french/english/russian
And I have a problem with the russian.
The plugin generate pages using the russian characters, so it doesn’t work.

exemple:
the url is displayed like this : site.com/ru/category/личный/варка/
the url in the html code is like this : site.com/ru/category/%d0%bb%d0%b8%d1%87%d0%bd%d1%8b%d0%b9/%d0%b2%d0%b0%d1%80%d0%ba%d0%b0/

the plugin generate links like this : site.com/ru/category/личный/варка/
the plugin create folder with the special characters.
but the browser or server don’t understand and show a page not found

Is there a way to make your plugin compatible with other languages than latin one ?
