Problem with displaying accents

Hey there. I have a problem with special characters (romanian ones)

Ă Â Î Ș Ț – ă â î ș ț — this are the romanian special characters

I have a problem and they are not showing in the responsive theme, as you can see bellow.

If a widget has any special character in it, it will fail to display.
If i post or there are comments containing special characters, they will show as question marks.

Is there any way i can fix this?
