Problem Resizing Comment Box

I’m having a problem resizing my comment box on all my post pages as well as new pages I add to the site. I changed comments.php which looks like the correct file, but I’m having no luck fixing this.

I tried changing the same file in the actual theme folder, but I’m having the same prob. Does anyone know where I can make a global change for this?
