I’m looking into this more to see if we have a conflict of some sort that maybe nobody else has run into yet. I’ll get back to you shortly.
The offer form works through jQuery/ajax and that seems to be failing for some reason. I’m thinking it could possibly have something to do with all of the special characters in your URL, which I’m guessing comes from the language getting URL encoded.
That could be why I haven’t had any other complaints yet…just don’t have anybody attempting to use this on non-English sites.
Could you possibly add an item to your site with a simple, English name so the URL is nice and clean? Then we could try from that and see if the problem still happens.

The current release is not yet ready for localization. We have lots of output that isn’t prepared for that at the moment. Our next update will include complete internationalization, and then it will just be a matter of taking the default.po file that will be included and translating all of the lines.
