• I get many times this error on my testsite:

Warning: mysqli_real_connect(): (HY000/1226): User 'o2616196' has exceeded the 'max_user_connections' resource (current value: 20) in /mnt/web208/b3/15/51893315/htdocs/opajaap/betatest/wp-includes/class-wpdb.php on line 1990

Could this be a wp issue?
Or, Could it be one of my plugins under development, and, if so, what should i look for to fix it?

Deactivate all plugins to rule them out as the cause. Then use WordPress as usual to trigger the error. If it doesn’t happen again, it was likely caused by one of the plugins.

To analyze database connections made by plugins, it’s worth using Query Monitor: https://wordpress.org/plugins/query-monitor/

Yes i use query monitor on my dev site already many years
When the page craches, i see no output from query monitor.
Yes, all my db calls are through $wpdb->…
Yes, my plugin uses many ajax calls and cron processes for maintaining secundary data and cleaning purposes.
I also can not see query monitor output from cron processes and ajax calls.
De-activaing the plugin obviously stops the connections error,
however, although i work on a dayly basis on my plugin, the issue started – to my best reconstruction – with starting to run 7.1.1-RC1, and does not appear on other sites that run the same plugin for production purposes on wp 7.1

This is why i issue this support request, because to my best guesses i am afraid there is a change in wp core in 7.1.1-RC1 that does not free db conections under some circumstances
