The only way I know is if your visitor requested to view just that category. Most themes seem to have a category specific ‘loop’ or single page in that case.
You might add a related posts plugin that might have some taxonomy restrictions but I can’t think of any off the top of my head. JetPack does offer related posts and there are others. I think tags might trigger the wrong suggestions if the tags happen to match so not looking at and matching to tags would be one place to start.
You could add code to the pages possibly to force the first category but if you have multiple categories selected in the first post then that might really mess up things by sending the visitor in the wrong direction next or give them posts that have nothing to do with what they wanted to see.
I think, if it was me, I’d just leave things alone and look at that related pages mechanism.
If there’s some focus category or categories you wish to point to you can add a category specific link to just that cat in your menu… or several menu buttons for multiple categories. That should force the links to just that category from there.
A category widget and tag cloud might be a good idea to help focus visitors also.
