The forms are on different pages so naturally the browser will load the page at the top. You can try adding a name attribute around your form and adjust the link to the next step. See here for a tutorial on creating page jumps:

why using “anchor” instead of a fake button …eg. span and doing the switch via js only.

It looks like you’re using a different cf7 multi step plugin. I’m not quite sure which one that is, but it’s not this one.

“Contact Form 7 Multi-step Pro” isn’t yours ?
No, mine would be “Contact Form 7 Multi-Step Forms” or “Contact Form 7 Multi-Step Forms Pro”. When you look at your plugin list, if it doesn’t say “By Webhead LLC” then it’s not mine.
