Are you using any sort of caching plugin, or do you see a “Clear/Purge Cache” button in your Dashboard or admin bar? If so, would you please try clearing the cache?
If that does not resolve the issue, try switching to the Twenty Fourteen theme to rule-out a theme-specific issue (theme functions can interfere like plugins).

No to the caching plugin and I already tried the theme switch thing. Problem persists.
Ok, try downloading WordPress again and delete then replace your copies of everything except the wp-config.php file and the /wp-content/ directory with fresh copies from the download. This will effectively replace all of your core files without damaging your content and settings. Some uploaders tend to be unreliable when overwriting files, so don’t forget to delete the original files before replacing them.
What theme are you currently using, and would you please list your plugins?
Also, which browser (and version of) are you using?

Genesis theme, Modern Blogger Pro child theme.
Here are screenshots for my plugins:

And this morning the dashboard and everything was all screwed up, I’m assuming from the reinstallation of WP 4.0. Screenshot: https://flic.kr/p/pdY2K5
Thanks!
Please disable all of your plugins and try it again. My guess is a plugin is causing a javascript error with tinymce ( most likely incompatible (author never updated to ensure compatibility) ) and test the issue again.
If the erorr persists, leave your plugins disabled and try switching themes and test again.

Sorry, but you’re using a premium/paid theme. It’s best to go to the support site where you bought the theme – http://www.studiopress.com/forums/ – for help with customizations and issues. You paid for support when you bought the theme, so you should contact the people who sold you the theme. These forums are for themes available in the WordPress theme directory at wordpress.org/themes/. See http://codex.wordpress.org/Forum_Welcome#Commercial_Products
That said, see http://codex.wordpress.org/Using_Your_Browser_to_Diagnose_JavaScript_Errors to diagnose javascript errors in admin.
