I just realized the problem I mentioned only happen when the contents are written in languages that have no space between words, such as Chinese and Japanese. Apparently the Post Excerpt block is not able to count words in those languages.
Is there any possibility that the block will be updated to accommodate those languages, like using character counts instead?
Thank you for reporting this @kenguiche. I can confirm that this is not working consistently. I have opened a GH issue here to have the team take a look at it.
In the meantime, the simplest workaround would be to use a plugin to control the length of the excerpt.

I hate to use plugins: many of them try to add unnecessary extras and bombard you with incessant ads. At this point I am manually adding excerpts to each post, which is very tedious. The native Gutenberg blocks should accommodate those languages billions of people use worldwide.

I totally understand that. For what it’s worth, I tested Advanced Excerpt and it seems to fix this problem. I do not usually recommend specific plugins but the footprint on that plugin is very low, it might save you quite a bit of time while this gets fixed in core.
