Possible Patch for the Navis Documentcloud plugin

I’d like to submit a patch for the Navis Documentcloud plugin, but I’m not sure exactly what the process is.

I’d like to add a filter that will convert any documentcloud shortcodes to a simple tag, allowing the post to be easily shared with other systems that won’t allow 3rd party javascript to be included in a post.

I’ve written this filter and want to fork the plugin to include it. Please advise.
