Im looking to block public members from viewing all categories of a portfolio and level 1 only show 1 category and level 2 show all..

Yes, you can use URL groups as regular expression. For example, if you use http://sitename.com/categories/test/* as negative rule in a level, then all url in the site that starts with http://sitename.com/categories/test/ will be protected for that level.
