Please excuse me if this seems like an obvious question, but I just want to cover all bases.
Are you logging out of your site to test if the PopUp is showing? or accessing the site via an incognito window? Basically are you actually viewing the site while NOT logged in?
Again… sorry if this is patronizingly obvious. Just making sure.

For sure I have tried to go on my site on another browser where I’m not logged in.
The popup is always active even if he don’t pop so if you want to see that he don’t pop and the source of the page you can go on my site.
I have visited your site and I don’t see the PopUp. Has it been disabled?

I have tested this plugin again on my own sandbox site and this rule is working fine, so there must be a conflict with another plugin or with your theme.
I notice you have WP Super Cache enabled, which is notorious for interfering with plugins that generate dynamic content. While testing it’s advised that you disable this plugin.
After that (if the problem is not fixed) our normal technical support tests would be to switch to a basic theme (Twenty Twelve or similar) to see if your theme is the cause. If not, try disabling all other plugins, and if that fixes it, re-enable them one by one until you find which plugin stops it from working.
Try that and let us know how you get on.
