[Plugin: WP-DB-Backup] Is the backup file a dump?

I’m looking to backup my DB but I would like to know how this plugin works. I thought if I had to restore my DB, there will be a restore procedure within the plugin to reinstall the DB but apparently, there is not.

So is the backup file saved using this plugin a ‘simple’ dump of the DB? If it is, I don’t need this plugin since I can do it by myself using PHPMyAdmin.
