[Plugin: WordPress Move] Forbidden Error

Hello, I manually had to drag all the zip files into my new server as the it would not do it automatically.

Here is the error message I get then I try to do the restore:

Forbidden

You don’t have permission to access /wp-admin/tools.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Let me know what I am doing wrong.
