By using this plugin, does that mean I do NOT have to implement these instructions presented here: http://codex.wordpress.org/Administration_Over_SSL

Or do I still have to install the plugin AND implement those instructions in that link?

You don’t need to do both. Force SSL Admin in the plugin is basically the same as setting it in wp-config.php. I didn’t code in the same functionality as Force SSL Login since nothing stops you from using the option provided by WordPress.
