It should be under Settings > Date & Time Picker with the URL
/wp-admin/options-general.php?page=dtp_settings
I found the problem. It is conflicting with another plugin that i’m using which is why it’s not showing up at all in settings.
The other plugin is critical for my website so i’ll have to find another date/time plugin unfortunately.

It is recommended that you start a new post for a support ticket so we can mark the evolution of it.
As per the changelog of the v1.9 release, we moved out the plugin from the Dashboard > Settings into “Input WP” (look for it in the menu)
The bug with the Settings link (from the plugins listing page) is not preventing you to access the settings, it is only a wrong path.
But if you access Input WP from the menu, you will see everything in there.
