plugin manager not working

    I’ve been trying to get this to work for me, to at least understand how it is suppose to work at least.

    so far this is what happens. i network activate the plugin manager and i set the controls for the plugins i don’t want users to have control over to “none”
    save and go to my subsite to check to see if it worked.. and no still able to activate or disable.

    i go to settings-> sites-> scroll down to options and i look to see if it enableed and they are not …

    i’ve also tried different variations of both and all stay the same… i really don’t understand the point of this plugin if it doesn’t change anything??
    Please help, what am i not doing right?

    You are probably viewing the subsite plugins page as a super admin. Super admins can always see and activate any plugin on a subsite. If you login as a subsite admin you will only see the plugins that have permission.
