Where can I find an empty PO file to start translating it? There is no default in the plugin folder.

Check the last RC here: http://wordpress.org/extend/plugins/file-gallery/download/
You will find the wanted file in the language subdirectory
on the other hand, poedit allows you to parse the php code, to research all translated sentences …

This great plugin deserves more visibility and translations,

What’s the right way to upgrade to the beta? Upload it overwriting the old folder?

– deactivate old version
– delete old version
– install new version

your options should stay preserved 🙂
