On what basis? The plugin’s page in the directory? Looks like either a new plugin that’s only recently been given its own page & SVN access or a plugin that has been withdrawn via a blank readme & download. Either way, I see no evidence of fraud.

I have to agree with Esmi. It’s just an under-development plugin that’s not yet ready for prime time.
