[Plugin: Default Blogs ] Not working for new blog users

I really looked forward to trying this plugin as ive heard good things about it.

But there is one problem for me, only i, the superadmin is able to take effect from the plugin.
When i create my own new blogs it works fine but if a normal user creates a new site/blog it wont take effect.

Anyone else having the same issue or is this how the plugin was built in the first place, only superadmins to get the set default blog?.
