You do not have to create the GeoIP.dat folder. You just upload the GeoIP.dat file to the upload directory.

Same problem for me. Dat files already in uploads folder – but plugin still can’t see them.

The MaxMind GeoIP database does not exist. Please download this file manually or if you wish to use the GeoIP API get an API key from: http://geoip.webence.nl/
Please download the database from: http://geolite.maxmind.com/download/geoip/database/GeoLiteCountry/GeoIP.dat.gz unzip the file and afterwards upload it to the following location: /home/xxx/wp-content/uploads/GeoIP.dat
If you also use IPv6 please also download the database from: http://geolite.maxmind.com/download/geoip/database/GeoIPv6.dat.gz unzip the file and afterwards upload it to the following location: /home/xxx/wp-content/uploads/GeoIPv6.dat
