The plugin’s home site says 0.9.1 is tested up to WordPress 2.8.4, but downloading the plugin says it is not tested or compatible, and it doesn’t appear to install properly. Can it be used in 2.8.4?

Yes, it is tested and compatible with all 2.8.x releases. Normally, all plugins compatible with any 2.8 release, is compatible with all others as they are only bugfixing releases.
