Here is a screenshot of the “Add CSS code” with RTL looks on my computer. I am not an expert in RTL languages, but this looks alright to me.
The editor is not RTL, but then the CSS codes still need to be written in English, so they cannot start from right to left. Would you please be more specific about how what part of the page is wrong and how it should be? Or should the editor look like this?
In fact I see that the editor on the “WP Admin -> Appearance -> Theme Editor” page is the same as on the Simple Custom CSS and JS plugin with an RTL language. See this screenshot.
