You can theoretically build a pre-roll video ad with a group and the enabled Refresh ads on the same spot feature of Advanced Ads Pro.
For this, you would have to assign a video ad and the ad for the actual video to a group. Then, set the respective refresh intervals to the length of the videos as described here.
It is not possible to place banners within the video.
