Plans on submitting this patch back to the core?

Is there any plan on submitting this patch back to the core? There is a process in place (http://core.trac.wordpress.org/) and it’s a great value add to have a database abstraction layer to allow folks to swap MySQL with MS-SQL, Azure SQL, PostGreSQL or even just XML files (ahem!).

This way it’s also assured that it won’t break on subsequent releases since it’s part of the core.
