Placing a small image in header

What would be the best way to put a small image in place where the tagline would go? Could it be done just with css?
I tried this but it didn’t work. I could use a widget but dont know php well enough to set that up. Any ideas?

I also tried using a header background, but the pony on the right site gets cut off. I made a small pix of just the pony to use in this.
