Actually, this is not in MEC control, you need to set custom role for your users, or use the default WordPress role, please follow the steps explained in this article:

If you have an issue with the admin role and you didn’t access the settings menu, you can install the user role manager plugin and set “enabled” for access to the settings.
But if you have an issue with another WordPress role and you didn’t access settings, make sure your user has the right access to the other options. Some users do not have the capability to edit or access settings and others, please check this table: https://wordpress.org/support/article/roles-and-capabilities/#capability-vs-role-table
Anyway, you can manage all your users’ access to the WordPress menu with the Role Manager plugins.

I use the PublishPress Capabilities plugin to manage roles. All capabilities are “on” for the admin. I still can’t access Settings. I could access it when I first downloaded the app. Shouldn’t the feature work automatically without a plugin? Thanks.

I loaded and activated the plugin. Admin is granted complete access. Still can’t get into your settings page.
