The free version of the plugin provides an email alert whenever a post is submitted (assuming the setting for Email Alerts is enabled). If you are sure that setting is enabled, then most likely there is an issue with the email getting marked as spam or similar. The best thing you can do in this case is troubleshoot your email. That guide explains some different ways of testing email, etc.

I have the free version set to : “Always moderate via pending” and use the plugin for Pending Submission Notification.
I assume that the email alert is not triggered when a post is pending. Is this correct?
No. Whenever a post is submitted, the email alert is sent (assuming the setting is enabled). From there, the plugin assigns the post its status (e.g., Pending, Draft, et al). So it absolutely does not matter what the post status ends up as, because the email alert is sent when the post is submitted.
