Yes, in the “restrictions” you can click on “Settings” and then choose when a specific restriction should be unlocked for new members.

Do you mean that you have a page with a list of items, and you want items to be dripped/unlocked after a certain time? Unfortunately that is not currently possible, but it is a good idea.
Do the customer buy his level with WOOCOMMERCE ?
Restrict User Access does currently not have any payment functionality, but it does have a simple API that can be integrated with any payment plugin, e.g. WooCommerce. It is on the roadmap to include it out of the box.
