PDb for Photographic Archive Data

I installed PDb because it seemed flexible enough to use as a plugin to our website (https://rchs.org.uk/), for the purpose of storing data about the photographs in our extensive historical archive. Setting up the custom fields was straightforward (e.g. location, date taken, photographer), but I’ve hit a problem regarding access to it.
In addition to public access and administrator access, we also need Editor Access, where an accredited member can propose edits to individual records of his choosing, and Reviewer Access where someone senior can approve what has been proposed before the database is updated.
This seems to imply having a means to record details of members names, their email addresses, and their level of permitted access. There won’t be many of them, maybe ten – fifteen editors and five reviewers.
I can’t think of a way to do this, but then I’m not a WordPress expert. So is it possible at all, or is there another plugin that will better serve the purpose?
