Hello Team,
I’ve been trying to send payment metadata to PayPal for a long time. Normally a REST-API-APP is registered for this purpose, where data is forwarded to PayPal and this can be found under Webhook Events (paypal dev-site). I am now wondering how this works with WooCommerce. How can meta data be sent to PayPal with WooCommerce? Do I need a Plugin or is a script provided for that purpose?

I think you will need to custom code something for WooCommerce that uses the PayPal REST API: https://developer.paypal.com/docs/api/payments/v2/
PayPal also provides SDK, for example: https://github.com/paypal/Checkout-PHP-SDK
