I have not noticed any problems, although it is questionable exactly what time you mean as there are people here from every timezone. This issue may be due to a temporary problem or a configuration issue. Such issues can sometimes be resolved on their own.
Did you try to clear your browser cache and cookies?
Please also check for PayPal service announcements, and test with a default theme and no plugins.
If the problem persists, contact PayPal support for help and let them know about it.
