Hi Kat,
Since you already tested with plugins disabled, my first suggestion would be to temporarily enable a default WordPress theme like Twenty Fifteen to see if the issue is being caused by a theme conflict.
If that does not help, I would like to review your settings. Could you please open up a support ticket with WooThemes using the following link:

You may need to setup a free WooThemes account in order to go through the process, but it should only take a few extra clicks.

I am experiencing the same issue. I don’t have a paid account so the ticket options are only “Before you buy” and “iOS App”. Is there something I can do myself to fix this? Or should I go ahead and submit a ticket in any of those options?

I believe WooThemes.com has recently been changed to allow for customer of our free extensions to sign up for a account and receive support.
As for the issue at hand, I have seen this before and it was caused by missing a step in the setup of the PayPal account.
Have you verified that PayPal has been enabled on your Braintree account? Braintree has a guide here: https://articles.braintreepayments.com/guides/paypal/setup-guide.
