Paypal not working anymore

My client had an up and running website since one or two years and out of the sudden, paypal (via WooCommerce) stopped working correctly.

All orders are processing correctly, but are not completing the right way, they stay on pending and the inventory doesn’t reflect the new sales.

I red a lot about this problem, it looks like the IPN (Instant Payement Notification) from Paypal are not sending correctly. I tried few things, checking TLS (1.2) and HTTP (1.1) version that may cause that bug.

Im pretty clueless about what’s going on, is it possible that Paypal blocked the account for some reason? There’s nothing weird when I look in the dashboard account, no notice, nothing.

My client told me that he received an email from Paypal saying :” Please check your server that handles PayPal Instant Payment Notifications (IPN). IPNs sent to the following URL(s) are failing”. I looked and the URLs are responding and are working.
