paypal login error

When I select checkout, if I checkout as a guest with Debit or Credit Card, all works fine.

Although if I try to login and pay with paypal, I get an error:

Sorry, we can’t complete your purchase at this time
Please return to the merchant and choose another way to pay.

Paypal login credentials being used work otherwise. What could be causing this error?
