Paypal is adding tax again

Woocomerce is set up to add the taxes (HST 13% Ontario Canada) and it works fine with stripe, but when the user chooses to pay with PayPal (built-in, not a plugin) PayPal adds the HST a second time, charging the customer 13% more than it should. This is picked up by Woocommerce and the transaction is put on hold, but the customer has already been double charged the tax by that point. There does not seem to be any way to tell PayPal that the tax has already been charged and not to add it again in the payment processing.
