Yes, it’s available in this plugin.
Advanced Settings -> Landing Page : select ( NO_PREFERENCE OR BILLING )
Please note : above option only work if it’s enable in your PayPal account like below option:
PayPal -> Account settings -> PRODUCTS & SERVICES (Website payments) -> Website preferences (click on update button) -> PayPal account optional : must be ON.
