paypal checkout data not recognised

I’m using Woo Commerce and Paypal Express.

The customer completes the Paypal Guest checkout with either their CC details or their Paypal account.

They are returned to the cart and get error messages:

Shipping State is Required Field
Billing phone is a required field.

When you look at the fields that show an error, they are complete (and can’t be edited) and the transaction cannot proceed.
