Payment on hold

Customers are purchasing downloadable products that are supposed to be accessible immediately after payment via PayPal.
However, the order is immediately put on hold and has this note attached: “Payment pending (multi_currency). Order status changed from Pending payment to On hold.”, which means I have to log in and manually process the order so that the customer can receive their downloadable product.
How do I prevent this?
